Financial Analyst


The Yolo County Public Agency Risk Management Insurance Authority (YCPARMIA), a risk management joint power authority located in Woodland, Ca. made up of 30 Yolo County public entities, is accepting applications for the position of Financial Analyst. Reporting to the CEO/Risk Manager, this position is responsible for the Authority's financial transactions, and the recording and analysis of its financial data. Financial Analyst




Under general direction, to be responsible for the financial reporting and accounting functions of the Authority; to prepare a variety of financial statements and reports for management for decision making purposes; and to do related work as required.


Essential Job Functions

Duties may include, but are not limited to, the following:

  • Examine, record, verify, report and analyze financial data. Perform professional accounting tasks, including all accounts receivable and accounts payable tasks.
  • Maintain a comprehensive accounting system for all of the Authority’s financial transactions.
  • Participate in the preparation and administration of the annual budget, providing thorough historical account analysis, accounting expertise and technical assistance as necessary.
  • Input transactions into Quickbooks.
  • Reconcile bank statements and review reconciliations prepared by TPA. Review and reconcile all account balances at month-end and year-end.
  • Review, recommend, develop, and implement accounting systems, control systems, reporting procedures, and reporting formats; perform audits of accounting records and processes; and conduct fiscal analyses and studies to ensure conformity to policy, applicable laws, and increased effectiveness.
  • Create and maintain records on various fund balances by individual fund; calculate interest allocation to various funds; compute proper fund balances using actuarial and loss data.
  • Participate in annual cash payment rate development and IBNR determination for all coverage programs.
  • Coordinate the preparation of external audit materials; prepare records for annual audit; assist auditors in the review of financial operations.
  • Produce necessary monthly and annual financial statements for board and management use including appropriate supporting statements and schedules.
  • Compute and prepare agency billings.
  • Work closely with the CEO/Risk Manager and YCPARMIA staff, the Board of Directors as directed by the CEO/Risk Manager, and other outside groups or individuals as necessary.
  • Perform related duties and responsibilities as required.

Knowledge of:

  • Generally accepted accounting and auditing principles and their application to a variety of accounting transactions and problems.
  • Ordinances, laws, and regulations affecting the financial functions and operations of a joint powers authority.
  • Auditing, financial analysis, and research procedures.
  • Principles and practices of budget preparation and administration.
  • Operation, use, and applications of data processing systems and Quickbooks software.
  • Report preparation methods using proper English, spelling, grammar, and punctuation.
  • Indexing, filing, and record keeping systems.
  • Modern office practices, procedures, methods and equipment.


Ability to:

  • Plan, organize, coordinate and perform the financial and accounting functions of the Authority.
  • Originate and develop accounting systems, procedures and reporting formats.
  • Respond to financial, accounting, and reporting requirements of other government agencies.
  • Prepare clearly and concisely, complex financial statements, reports, administrative and financial reports, and requested analyses.
  • Develop and explain budget information.
  • Analyze and interpret financial and accounting records.
  • Establish and maintain tactful, courteous, and effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing, in English.


Education and Experience

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five years of increasingly responsible governmental accounting experience.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration, public administration, or a related field.



Possession of, or ability to obtain, an appropriate valid California Driver’s License.

Salary and benefits:

$67,279-$81,778 (depending upon experience and qualifications).
